Intial Storm water Treatment Device was developed to minimize the impact on the water circulation of nature. Before urban development, some amount of rainfall used to infiltrate into soil and the rest flowed in the river, but as urbanization progresses, impermeable layers increases and the rainwater cannot infiltrate into soil, and directly flows in the river through rainwater man-hole and pipes. Due to this, a large number of problems have occurred like urban flooding during monsoon season, underground water depletion, urban heat island phenomenon caused by water deficit in the ground and dry stream phenomenon after the rainy season. Nonpoint source pollution reduction facility is needed as the solution to reduce these problems

The nonpoint source pollution reduction facility defined in「Water Quality and Aquatic Ecosystem Protection Act」(hereinafter we shall refer to it as the Act) Article 2, # 13 is presented in「Water Quality and Aquatic Ecosystem Protection Act」 Enforcement Rules (hereinafter we shall refer to it as the Enforcement Rules) *6.
Moreover, the installation of nonpoint source pollution and its managing, operating standards are provided in the Enforcement Rules Article 76 # 1 and # 2, and presented in the Enforcement Rules *17 and *18.

As mentioned before, the legislation is enacted, and Initial Stormwater Treatment Device is considered crucial at the timely right places like roads, neighborhood parks, apartment houses, or parking lots, etc.
