Urban development has rapidly reduced permeable area through which rainwater is absorbed into the ground, causing side effects such as urban flooding and ground weakening. Responding to this, the Seoul Metropolitan Government has implemented the Ordinance on Water Circulation Restoration and Low Impact Development since January 2014 to obligate installing storm water outflow reduction facility in building structures designed thereafter and newly-developed roads, parks, and green areas, etc.

Article 11 (Target to install rainwater control facility, etc.)
①Pursuant to Article 16-2(1)28 of the Enforcement Decree of Countermeasure Against Natural Disaster Act,
any person who implements a development project, etc. or manages a public facility in downtown Seoul shall
establish a rainwater outflow reduction measure and install a rainwater outflow reduction facility, in the event
of doing any of the following businesses.
Construction (including new construction, extension, remodeling, reconstruction or relocation) with 2000-mr
lot area or larger or 3000-mr total floor area or larger among those subject to architectural consultation
pursuant to Article 29 Building Act
1.5 Notification on rainwater harvesting amount and average saturation permeability for rainwater

Pursuant to Article 6(1) of the Seoul Metropolitan Ordinance on water Circulation Recovery and Low Impact Development, rainwater harvesting amount for rainwater outflow management in each source and average saturation permeability for its application are notified as follows;
